For over ten years, I have provided policy analysis and strategic advice to government, industry and other stakeholders to accelerate the development of cost effective climate change and related policy initiatives. I have:

Quantification, Design and Evaluation
I use a policy/program design process based on international guidance that follows clear program-logic, and is guided by least-cost planning to ensure the best “value for money” is achieved. My dual focus is on:
1) where you can achieve the most cost effective savings and
2) what is practical to implement.
The final product can be a complete policy or program plan including the development of necessary infrastructure, marketing, implementation, monitoring, evaluation and review.
My evaluation services provide accurate, and transparent assessments of policy or program performance. I recommend starting an evaluation at the design stage with the development of an initial “evaluation plan” to ensure appropriate metrics are tracked and measured resulting in proper evaluations throughout the program. I conduct impact evaluations including analysis of gross and/or net energy and emissions savings, and the appropriate retrospective cost effectiveness analysis.
My ability to use excel-based modelling, can provide you with energy and/or emissions forecasts (with and without policy and program impacts). My quantitative modelling abilities are complimented by my experience with renewable energy and energy efficiency computer programs including RETScreen® International and HOT2000. In addition to design and evaluation, my quantification skills can be used to develop your energy and/or emissions inventory.
